Phool Bagh is also known as Ganesh Vidyarthi Udyan and it serves as the meeting point of the local people. Many political rallies have been conducted here. This was once an enjoyable park which has lost its elegance at present due to negligence. During the British rule in India, the park was named as Victoria Garden. King Edward Memorial hall was constructed in the memory of King Edward in 1918 and later it was renamed Gandhi Bhawan.

Kanpur Sangrahalaya, Cawnpore Union Club, water pumping station and an enclosed sewage dumping ground are all located within its premises.
