Harbans Kapoor Biography

Harbans Kapoor is an Indian politician from Uttarakhand belonging to Bharatiya Janata Party. He served as the second speaker of state assembly during 2007–2012. Currently he serves as the Member of Legislative Assembly for Dehradun Cantt. Kapoor has also held different portfolios at different points of time. He has served as minister of Uttar Pradesh twice and minister of Uttarakhand twice, before being appointed as the speaker of Uttarakhand in 2007. In 2007, he was unanimously elected the Speaker of Uttarakhand Assembly.

 

Harbans Kapoor was born in Bannu of Pakistan in 1946. He belongs to a Hindu Punjabi family, which migrated to India following partition. His school and college education were completed at Dehradun. He also completed his LLB studies from Dehradun, before he turned active in state politics. He unsuccessfully contested 1985 UP state assembly elections. After that he has never lost any elections. He joined the Uttar Pradesh Vidhan Sabha in 1989 as an MLA, marking his successful beginning in the state politics of Uttar Pradesh. He got elected from Dehradun constituency in the 10th state assembly elections. He joined state assembly of Uttar Pradesh in the next three elections too, till Uttarakhand was formed.

 

He became a cabinet minister of UP for the first time in 1991. He served as Minister of State of Rural Development for a brief period of 1991-1992, followed by Minister of State - Labour & Unemployment during 1992-1993. In the first state assembly elections of Uttarakhand, he retained his success streak and was appointed as Minister of State of Urban Development in Government of Uttarakhand. He served for a short term of 2001-2002.
