Tribhuvan Narain Singh Biography

Tribhuvan Narain Singh was an Indian politician from North India who served as the 7th Chief Minister of Uttar Pradesh during a brief period of 18 October 1970 – 3 April 1971. He was a member of first Lok Sabha for two consecutive terms, and was in office during 1952–1962, representing Chandauli constituency. Thus he was a member of first and second Lok Sabha, and has served as Union Minister of Industry and Steel. He later served as Governor of West Bengal during 1979–1981. He passed away in Varanasi on 3 August 1982.

 

He was born on 8 August 1904 in the pilgrim city of Benares (Varanasi). He graduated from Kashi Vidyapeeth. Became associated with social service and politics in the pre-independent era, he joined active politics with 1st Lok Sabha elections, when he successfully contested from Chandauli constituency. He retained the same seat for second Lok Sabha session also, and served as a union minister too. In October 1970, when Sanyukta Vikas Dal was formed by the merging by four prominent regional parties, it achieved majority in state assembly elections and came into power. T. N. Singh of Congress (O) became the chief minister.

 

One case, namely Har Sharan Verma vs Tribhuvan Narain Singh was decided by a constitutional bench of the Supreme Court in 1971, where the petitioner challenged the appointment of T N Singh as CM of the state. Tribhuvan Narain Singh became the first Chief Minister to be appointed without being a member of either house of the state legislature. He was sworn in as 7th Chief Minister of Uttar Pradesh on 18 October 1970. He also served as the Chairman of the Public Accounts Committee.
