Satyendra Dubey Biography

Satyendra Dubey was the project director of National Highways Authority of India. As he fought against corruption in the Golden Quadrilateral highway construction project, he was murdered in Gaya in Bihar.

 

He was born in 1973 at the village of Shahpur in the Siwan district of Bihar in India. His parents are Bageshwari Dubey and Phulamati Devi. He belongs to a lower middleclass family of five girls and two boys. He studied at Gang Baksh Kanodiya High School in Shahpur and joined the junior college at Allahabad. He studied at the Department of IIT Kanpur in 1990 to pursue his higher education in civil engineering. He came out with an academic excellence in 1994. He got M. Tech from IT-BHU in 1996.

 

He started his career at the Ministry of Surface Transport in Delhi and was then selected for the Indian Engineering Service. He got employment in July 2002 in National Highway Authority of India. He was appointed as the Assistant Manager at Koderma in Jharkand and was managing the Aurangabad-Barachatti portion of National Highway. This was part of the Golden Quadrilateral Corridor Project. He made the contractor to suspend three of his engineers due to serious financial irregularities. He also made the contractor rebuild six kilometers of under quality road.

 

He found out that the contracted firm Larsen and Toubro had been subcontracting to the smaller groups which were controlled by the local mafia. He had been under severe threats for taking action against corruption. FIR was filed and subsequently he was transferred to Gaya in August 2003. He wrote to the Prime Minister Atal Bihari Vajpayee detailing the irregularities in the contract. Despite his request to keep his identity a secret, this was exposed to the Ministry of Road Transport and Highways.

 

When he was returning from a wedding in Varanasi on 27th November 2003, he reached Gaya station and took a rickshaw to his home. He did not reach his home and his driver found him dead on the road side. He had been shot. The matter became a great issue and after investigation, Mantu Kumar was arrested with Uday Kumar, Pinku Ravidas and Shravan Kumar. The first three were convicted on 22nd March 2010 by Patna Court.
