Raju Narayana Swamy Biography

Raju Narayana Swamy – 1991 civil service topper is an officer in the Indian Administrative Service from Changanassery, Kottayam. He currently serves as the Chief Vigilance Officer of Central public undertakings and formerly served as Commissioner of the Civil Supplies Department of Kerala till January 2013. After Nirupama Rao in 1973, Raju Narayana Swamy is the first Keralite to top UPSC Civil Service Exams. In 2013, Haritha V Kumar from Neyyattinkara, Thiruvananthapuram became the third Keralite to top the list.  In 2011, Amrita Vishwa Vidyapeetham honoured Raju Narayana Swamy with a doctorate. Swamy is the author of 25 books and he received Kerala Sahitya Akademi award for a travelogue, Santhimantram Muzhangunna Thazvarayil.

 

He was born in a middle class Iyer family from Changanassery. His father was a mathematics teacher while his mother, a college professor and both his parents played a significant role in shaping his career. In fact, his mother resigned from job to teach young Raju for administrative service exams, with many years of service left. Raju didn’t take any formal tuition classes for the exam preparations and he topped the list with his hard work only. His main subjects were Matehmatics and physics and he kept scoring the first rank right from SSLC to IAS.

 

Throughout his administrative career Swamy is known for his fight against corruption and this IAS officer believes that officers can be sidelined only because of the stand they take on issues. As the collector of Idukki district, he is best known for Munnar land evacuations in 2006 which was followed by the demolition of many resorts and buildings in this hill station by the newly elected Chief minister V. S. Achuthanandan, which received wide media coverage, attention and appreciation from public. His complaint before the IAS Association against the chief secretary Bharat Bhushan in June 2014 brought him to limelight once again.
