Philip Hartog Biography

Philip Hartog was a British chemist and educationalist who worked as an administrator in British India. Hartog was a member of the commission under Sir Michael Sadler on Calcutta University which was appointed in 1917. He was appointed as a member of Indian Public Service Commission when it was formed in 1926. He also served as the Vice Chancellor of Dhaka University in the 1920s. He allowed the first woman post-graduation student in the university. Well-known radical leftist Indian politician and educator Leela Roy became the first female PG student of the university after she was granted special permission by Hartog.

 

Sir Philip Joseph Hartog was born in London on 2 March 1864. He was a sibling of Helena Arsene Darmesteter - portrait painter, Numa Edward Hartog - a Jewish British mathematician and Marcus Hartog - an English educator and natural historian. He completed his higher education in France. He also worked as an assistant lecturer in chemistry at the Victoria University. At Manchester, he served as an administrator of different capacities. Later he came to Kolkata during British rule in India, where he served as an administrator for many years.

 

A member of the commission under the late Sir Michael Sadler on Calcutta University, the first Vice Chancellor of Dhaka University, a member of Indian Public Service Commission etc are some of the positions held by him under British government. He also played an important role in setting up Ministry of Labour and National Service before World War First. Hartog received the honours of the Knight Commander of the Order of the British Empire and Companion of the Order of the Indian Empire at the time of his retirement, and he returned back to England. He passed away in London on June 27, 1947 aged 83.
