P. Shiv Shankar Biography

P. Shiv Shankar is a senior politician associated with Indian National Congress who has served as a cabinet member of both Indira Gandhi's and Rajiv Gandhi's cabinets. An influential leader in the late 1970s and 1980s of Indian National Congress, he has served as the Minister of External Affairs, Law, and Petroleum. He was deputy chairman of Planning Commission from 1987 to 1988. He has also served as the governor of Sikkim and Kerala. He is a lawyer turned politician.

 

Punjala Shiv Shankar was born in 1929 in Mamidipalli village of Hyderabad, belonging to present day Telangana. He completed graduation from Hindu College, Amritsar and LL.B. at Law College, Osmania University of Hyderabad. He got married in 1955 and had three kids. After completing LLB he started his professional career as a lawyer and reached the positions till judge in Andhra Pradesh High Court (1974-1975). After that he got actively involved with politics. He contested in 6th Lok Sabha from Secunderabad in 1979 as a candidate of Indian national congress and got elected to Lok Sabha. He got elected to Lok sabha for the second time in the elections conducted in 1980. He was added to Indira Gandhi’s cabinet and given the position Ministry of Law and Justice.

 

In 1985 he got elected to Rajya Sabha for the first time and later served two terms till 1993. He served as the Minister of External Affairs and Minister of Human Resource Development during these terms. Deputy Chairman of Planning Commission (1987-1988), Leader of the House in Rajya Sabha (1988 – 1989) and Leader of the Opposition in Rajya Sabha (1989 - 1991) are the milestones of his political life later. He served as governor of Sikkim and Kerala in the mid-1990s before he contested in 1998 General elections. But he was defeated by Sarada Tadiparthi of Telugu Desam Party. In 2004, he quit Congress to join Praja Rajyam Party. But in 2011, the party merged with Congress.
