Singh was born in Amritsar in Lumding, Assam, on 18 August 1920. The family moved to Lahore. His father died of TB when he was only one year old and his mother and two sisters too died before he reached four, thus leaving him an orphan. He was brought up by his mother’s younger sister in Lahore. Despite the deep wounds as a child, he excelled in studies. But he had to stop studies due to financial crisis and took odd jobs to earn a living and complete his studies. He earned two degrees in English and Hindi Literature, both from the University of Delhi without attending college and also completed PhD in Hindi.

He started his professional career as an English lecturer and later switched on to subjects Hindi and then Punjabi. He retired as professor from University of Delhi in 1984 and later gave lectures at many prestigious colleges and universities. His contribution to Punjabi literature includes 17 collections of poems, including Registan Vich Lakarhara, apart from a few translation works.
