C. D. Deshmukh Biography

C. D. Deshmukh was an Indian civil servant, better known as the first Governor of the Reserve Bank of India. He was appointed by British authorities in the year 1943. A parliamentarian too, he has served as Union Minister of Finance during the period 1950–1956. He was a founding member of National Council of Applied Economic Research, New Delhi and has held many elite positions such as Chairman of UGC, Vice-Chancellor of University of Delhi, President of Indian Statistical Institute, Honorary Chairman of National Book Trust, Chairman of Indian Institute of Public Administration etc following his resignation from Union cabinet.

 

Sir Chintaman Dwarakanath Deshmukh was born into a Chandraseniya Kayastha Prabhu family in Mahad, Raigad of Maharashtra in 1896. He was born into a family of landlords who also worked in public service. An excellent student in studies he topped the Matriculation Examination of the University of Bombay in 1912. He graduated from Cambridge University in 1917 and topped the Indian Civil Services examination in 1918. In those days Indian Civil Service exams were conducted in London.

 

He joined Indian Civil Service and joined Reserve Bank of India in 1939. Started off as liaison officer to the Government, he served as the Bank's Secretary, Deputy Governor (1941–1943), and finally Governor (1943–1950). In 1950 he joined politics. He held the office of Union Finance Minister from 1950 until 1956 when states were reorganized on the basis of language. In 1956 he became a founding member of NCAER, India's first independent economic policy institute established the same year.

 

Deshmukh was married twice. He was first married to Rosina, an Englishwoman and had one daughter. Following the death of Rosina in 1949, he married Durgabai in 1953. Durgabai was a social worker, public activist, politician and freedom fighter. He along with his wife Durgabai was awarded Padma Vibhushan in 1975.
