Panampilly Govinda Menon Biography

Panampilly Govinda Menon was a prominent politician, lawyer and freedom fighter from Kerala who lived during the period 1 October 1906 – 23 May 1970. He was the first treasurer of Kerala Yukthivadi Sangham. A prominent parliamentarian he represented Mukundapuram constituency from 1962 till his death in 1970. A great political leader in the post-independent India, he was the political mentor of K. Karunakaran, who later became the most prominent leader of Indian National Congress in Kerala. In 2006 his birth centenary celebrations were inaugurated by the then President of India, A. P. J. Abdul Kalam. Panmpally Memorial Government College, Chalakkudi was named in his honour. Chalakkudi is his hometown.

 

He was born in Kakkad village near Chalakkudy of present day Thrissur district in the year 1906. After LLB he started practising as a junior lawyer under Mookencheril Cherian Joseph, an eminent rationalist and author. But in the 1930s, he moved to politics and got associated with freedom struggle movement. After Indian independence he was appointed as Prime minister of Kochi state in 1947, a position that he held for a short period.

 

When Travancore and Kochi were united to a single unit in 1956, he was appointed as the minister for education under Parur T. K. Narayana Pillai and later the minister for finance under A. J. John, Anaparambil. He also served as the Chief Minister of Travancore-Cochin in 1955–1956 for a brief period. After that he entered national politics and got elected to Lok sabha from Mukundapuram constituency in the year 1962. He represented the same constituency till his death in 1970, for almost two decades. An eminent parliamentarian then, he served as Union Minister for the portfolios, Law and Railways (a few months before his death) and also Food and Agriculture.
