Chandeshwar Prasad Narayan Singh Biography

Chandeshwar Prasad Narayan Singh was an Indian freedom fighter, diplomat and administrator. This distinguished educationalist, an inspiring leadership interpreter and able administrator was honoured with Padma Vibhushan in 1977 by Indian government. After retirement he has served as the Director of the Reserve Bank of India and the I.D.B.I. and the Chairman of several companies. Born in a zamindar family, he opposed the abolition of zamindari, along with Kameshwar Singh of Raj Darbhang.

 

He belonged to an elite aristocratic family of Bihar. Singh was born in Parsagarh of Saran district in 1901. He was class topper of MA from Calcutta University and received the Mallick Gold Medal in 1925. After education he returned to his hometown where he participated in nationalist and freedom struggle movement. He was elected to the Bihar Legislative Council in 1927 and was also elected as the Chairman of the District Board of Muzaffarpur. His efforts to help earthquake victims of the great Bihar Earthquake of 1934 made him a noble and distinguished social worker. He was conferred a CIE in New Year Honours List of 1935.

 

In 1945, he was appointed as the Vice-Chancellor of the new Patna University. As a VC, he played a major role in establishing post-graduation courses in the university. He brought qualified teachers to the university from all over India and laid framework of the institutional system. He founded Patna University Institute of Psychological Research and Service at Krishna Kunj in 1945. In 1946 he was conferred his knighthood. After Indian Independence, he became India's ambassador to Nepal. In 1953, he was appointed as the Governor of undivided Punjab. He was given an honorary doctorate from Ohtani University during his tenure as ambassador of Japan.
