Bindeshwari Dubey was born in a poor family of Mahuaon village of Bhojpur district in Bihar. His father, Shiv Naresh Dubey, was an ordinary farmer could not afford to provide a proper eductaion to an otherwise good student in school. Bindeshwri Dubey was therefore not able to get a proper education so he went to Patna to live with his maternal uncle and somehow continued his studies at St. Michael School. 

Bindeshwari  Dubey was basically a freedom fighter an administrator who later served as Chief Minister of Bihar in between March 1985 and February 1988. He was mainly responsible for nationalization of collieries in the Chhotanagpur region (now Jharkhand) that used to be part of Bihar then. He was minister of Law, Justice and Labor in the Union Council of Ministers during Rajiv Gandhi's government. He also held offices at state level as Minister for Education, Transport and Health. 

He was a member of the Seventh Lok Sabha between 1980 and 1984, representing the Giridih, (now in Jharkhand state) constituency in Bihar. He was a member of the Rajya Sabha from 1988 until his death. Earlier he had been a member of different Bihar Legislative Assemblies during 1952-57, 1962–77 and 1985-88. Bindeshwari Dubey was the president of many other labor unions, such as the Rastirya Colliery Mazdoor Sangh (RCMS), the Indian National Mineworkers Federation (INMF), Bokaro Steel Workers Union etc.

After Bindeshwari Dubey completed his matriculation he worked in a factory during night shift and gave tuition to students as he had done during his school days in order to fund his education. He was later offered a place at the engineering college in Patna, Dubey however did not complete his engineering studies as he joined the freedom movement.
